The Institute examines Maryland’s budget and tax policy priorities and their effects on low- and moderate- income families, vulnerable populations, and important community programs that serve them. This project translates the complex world of state fiscal policy into accessible, credible and timely information that is used by policy makers, community advocates, and the media.
Many families are working, but earn incomes that are too low to meet all of their major daily living expenses, such as housing, food, and child care. We examine issues affecting the financial status of Marylanders and their ability to provide such needs to their families. The institute also examines policies regarding child welfare, juvenile justice, foster care, and childcare.
From early childhood programs, through grade school, to higher education, education plays a critical role in the development of a skilled workforce and a strong economy. The Institute analyzes education policy particularly as it pertains to low- and moderate- income students.
Employing Maryland leads to a better Maryland. We spotlight developments and trends in employment, wages, and barriers the working poor have that would make them unable to sustain themselves, such as reliable transportation.
The Institute addresses the systematic problems that prove to be barriers for those wanting to access health care while at the same time advocating better coverage for children, low-income families, the mentally ill, the aged, and people with disabilities.

It is imperative to make sure that every Marylander has a safe home. The Institute's work centers on state and federal programs that help the lowest income households afford rental housing.

Maryland ranks among the top states in income disparity from wealthiest to poorest as it is the state with the highest median family income in the nation. The Institute aims to close the gap by analyzing the policies that sustain such inequalities, while advocating on policies that that will close the income gap.
